Dr Alicia Bugeja Said was born in 1987 in Mġarr and raised in a family of four siblings. After completing her studies in Malta, she obtained a doctorate from the University of Kent in England in 2017. She subsequently worked as a postdoctoral researcher in Canada and later in France. In 2020, she was appointed Director of Fisheries within the Ministry for Agriculture, Fisheries and Animal Rights.
Dr Bugeja Said has always believed in the value of evidence-based policymaking while remaining close to people and communities. She believes that meaningful change must be built on the values of solidarity, sustainability and respect for all forms of life, with the aim of improving the quality of life of Maltese and Gozitan families.
As Director of Fisheries, Bugeja Said made several important contributions within her areas of responsibility and led initiatives that had a positive impact on the sector. In 2022, Prime Minister Robert Abela invited her to contest the general election and entrusted her with the responsibility of serving as Parliamentary Secretary.
Today, as Parliamentary Secretary within the Ministry for Energy, the Environment and the Regeneration of the Grand Harbour, responsible for Animal Welfare, Alicia Bugeja Said leads the Government’s efforts to safeguard animal protection, welfare and rights. Her portfolio includes promoting higher animal welfare standards, continuing the necessary reforms within the sector, and maintaining ongoing collaboration with animal welfare organisations, veterinarians and all relevant stakeholders.
She is determined to continue working to ensure that animal welfare policy remains progressive, robust and focused on the needs of both animals and society. She firmly believes that animal welfare is a direct reflection of the values of a progressive and compassionate country.
Bugeja Said is married to Malcolm, and they have a daughter named Margaux.
